Glory holes are hard to find these days. The municipal authorities started to close them up in the mid-90s and changed the designs of the toilets to prevent them from being made. It is common now for the stalls not to be side by side, and for the walls to be made in such a way that making a hole is difficult. If one does get made, it gets covered over by a sheet of thick metal with bolts or rivets that are hard to remove.
It is difficult to find a glory hole in public toilet these days. If one gets made, the council / municipal authority closes it up pretty quickly. Many toilets are designed now in such a way as to prevent it, or the stalls are not side by side. The best places to find glory holes are cruise clubs and sex shop theaters out the back.
They have made it difficult / impossible to make holes. New designs of toilets have walls which aren't easy to cut holes in or don't have stalls side by side. The municipal authorities know that guys like to use glory holes and they have tried to prevent it. Where it is possible to make a hole, it gets covered over with heavy metal sheet and bolts or rivets that are hard to remove. I can remember back to the 80s when holes were open forever, they didn't bother covering them up.
